I guess it's like many laws: good to have (sounds in fact really great) - but who is going to monitor this?

The Coast Guard is supposed to monitor and police this, but they're only interested in policing the beaches on sunny days with their mirror sunglasses , and when station inspections are due or "da boss" with shiny pips on his shoulders pays a visit they then jump into their patrol boats and studiously inspect all the dive boats for seaworthiness and doc's whilst ignoring all the other transgressions occurring around them.

I can firmly say that these laws are respected as well as the dophins
